Oceanside Concrete Permit Guide

Before you pour concrete in Oceanside, ask the city about your lot. The answer depends on where the work is, how big it is and whether you are in the coastal zone.

Quick Points

  • Work at the curb or public sidewalk is city right of way
  • Coastal lots may need a coastal permit check
  • Notify the dig center two working days ahead
  • The licensed contractor should pull any permit

Start With the City

The City of Oceanside sets the permit rules for concrete work inside city limits. Rules change, and they depend on the lot. The city is the final word, so call or visit before the job starts and write down who you spoke with.

Questions to Ask

  • Does a new or bigger driveway on my lot need a permit?
  • Who handles a new curb cut or apron at the street?
  • Does a patio or walk of this size need a permit or a drainage check?
  • Is my parcel in the coastal zone, and does this work need a coastal permit?
  • Does my retaining wall or slope work need a building or grading permit?

Work in the Right of Way

The strip near the street, with the curb, gutter and public sidewalk, is usually public right of way. Cities issue a separate permit for work there. Ask the city about this part of a driveway job even if the slab on your lot needs nothing.

Coastal Zone Lots

Under Public Resources Code 30610, many improvements to an existing single family home do not need a coastal development permit. The Coastal Commission names some kinds of work that still do. If your home is near the water, ask the city to check your parcel.

Digging Notice

Government Code 4216.2 says the person digging must notify the regional notice center at least two working days, and not more than 14 calendar days, before the dig. The day of the notice does not count. Call 811 to start.

Soil and Storm Water

County records list expansive clay soil in the coastal plain. Storm water across the region falls under a regional permit, and each city runs its own grading and drainage rules. Big new hard surfaces are worth a question to the city.

Common Questions

Who pulls the permit for a concrete job?

Usually the licensed contractor doing the work. Ask them to name every permit the job needs and to show it before work starts.
